I was off the grid for a while just after I posted.As it happens, my issue cleared up on it's own. If that isn't it, I guess your ISP might drop those packets higher up the chain, so you can't do anything about it, but I suspect that is highly unlikely. The difference being that I am completely confident now in my computer NOT being the problem but my router. etc.
