Running- outlook.exe/resetnavpane worked for me! As far as I can tell all the content (email) is there. I know for sure this is on Lenovo and HP systems using the Intel & Nvidia drivers. It'll be Mac and gmail.

I do not have it in my recycle bin as well. Switch to the Compatibility tab and be sure to clear the "Run this program in compatibility mode for" check box. Find and delete the Outlook.xml file.Warning!
