It's unlikely to be protected view if pdf and images are also affected. Unable To Open Word Attachments In Outlook 2007 PC 1: Running Windows XP SP3, upgraded from Office 2003 and appeared to have this problem from the beginning. This solution worked for me.
For any of you who are out there and end up in the same situation I did you will also need to go to you regedit and take out all instances
